OBJECTS

To promote the best interests of cricket in the area in which the member Clubs are situated and to foster and develop amateur talent in the game

Changes for 2008 are indicated in bold, italic type.

RULES

1) CONSTITUTION AND ADMINISTRATION

1.1 – Membership

(i) This combination of Clubs shall be known as the AIREDALE AND WHARFEDALE SENIOR CRICKET LEAGUE, and in Season 2008 shall consist of the following:-

Division 1 – ADEL, BECKWITHSHAW, BILTON, BURLEY, COLLINGHAM, GREEN LANE, GUISELEY, KIRKSTALL EDUCATIONAL, NORTH LEEDS, OTLEY, POOL and RAWDON.

Division 2 – BARDSEY, CALVERLEY, COLTON INSTITUTE, FOLLIFOOT, HARDEN, KNARESBOROUGH, NEW ROVER, OLICANIAN, SILSDEN, STEETON, TONG PARK AND UPPER WHARFEDALE.

Division 3 - ADDINGHAM, ALWOODLEY, BEN RHYDDING, BOLTON VILLAS, HORSFORTH, HORSFORTH HALL PARK, ILKLEY, ILLINGWORTH, MENSTON, SKIPTON, THACKLEY and WOODHOUSE.

The Club's Reserve Teams will participate as follows:-

Reserve Division 1 - ADEL, BILTON, BURLEY, COLLINGHAM, FOLLIFOOT, GUISELEY, HARDEN, KIRKSTALL EDUCATIONAL, NORTH LEEDS, OTLEY, RAWDON and STEETON.

Reserve Division 2 - ALWOODLEY, BECKWITHSHAW, CALVERLEY, COLTON INSTITUTE, GREEN LANE, HORSFORTH, HORSFORTH HALL PARK, ILKLEY, ILLINGWORTH, KNARESBOROUGH, POOL and TONG PARK.

Reserve Division 3 – ADDINGHAM, BARDSEY, BEN RHYDDING, BOLTON VILLAS, MENSTON, NEW ROVER, OLICANIAN, SILSDEN, SKIPTON, THACKLEY, UPPER WHARFEDALE and WOODHOUSE.

The following Clubs will run Third Teams for season 2008 – ADEL, BECKWITHSHAW, BILTON, BURLEY, CALVERLEY, COLTON INSTITUTE, FOLLIFOOT, GREEN LANE, GUISELEY, HALL PARK, HARDEN, HORSFORTH, ILKLEY, KIRKSTALL EDUCATIONAL, KNARESBOROUGH, NORTH LEEDS, OLICANIAN, OTLEY, RAWDON, STEETON and THACKLEY.

The League and its Member Clubs will operate the following ECB regulations

Membership shall be open to all irrespective of age, disability, race, ethnic origin, colour, social status and sexual orientation.

(ii) The number of Clubs in membership shall only be increased if the support of two-thirds of the member Clubs be obtained.

(iii) Clubs desiring admission to the League must apply in writing to the Secretary not later than 28th February in the year preceding that in which they wish to take part. (See also Yorkshire Cricket Association, Rule 11.3).

(iv) Any new Clubs, together with Clubs seeking re-election, shall become candidates for the annual vacancies in Division 3. The League Management Committee shall provide each voting member, prior to the meeting, with details of ground reports of each candidate, the playing performances over the last three years of each candidate for (re)-election to support their application. There shall then follow a ballot by all voting members. The two Clubs obtaining the most votes shall be elected to the League. If, after the initial ballot, there is a tie involving two or more Clubs, then a second ballot will be held. The Club elected on the first ballot will be entitled to vote in the second ballot. Should it be necessary on the conclusion of the second ballot, the Chairman of the meeting shall exercise the casting vote.

(v) Clubs wishing to resign from the League shall give notice in writing to the Secretary before 30 April, otherwise they shall be required to fulfil fixture and financial obligations for the following year. Clubs must confirm by 31 August in each year whether they wish to enter a 3rd XI in the 3rd XI Competition for the following year.

(vi) The League reserves the right to ask any Club to resign if, in its opinion, the general conduct or appointments of such a Club is/are unsatisfactory, and not up to the requirements of the League. Fourteen days` notice of the complaint must be given in writing to the Secretary of the Club affected. The support of at least two-thirds of the Member Clubs must be obtained before any Club can be expelled.

(vii) Any Club ceasing to be a Member of the League shall at once forfeit any rights to participation in the assets of the League.

1.2 – Finance

(i) The entrance fee for any newly admitted Club shall be £25.00, to be paid on admission. The annual subscription shall be £120.00 for each Club, which shall include payment for a minimum of 30 League Handbooks, to be paid to the Honorary Treasurer before 1 July each year. A fine of £10.00 in each instance will be incurred by failure to pay by the due date. An additional £25.00 shall be paid by each Club who enters a team in the 3rd XI Competition.

(ii) If the income is insufficient to meet League expenses, a further levy may be made on each Club.

(iii) The funds of the League shall be dealt with by and through an account with the Bank in the name of the League. Cheques may be drawn and signed by the Hon. Treasurer and the President or Hon. Secretary of the League.

(iv) The financial year shall end of 30 September, after which accounts shall be audited by an Honorary Auditor, who shall be elected at the AGM of the Council.

(v) In all cases where fines are not paid within 14 days of receipt of notification by the Club, the fine shall be doubled.

(vi) Honoraria, if any, to be paid to any individuals shall be agreed annually at the AGM of the Council.

1.3 – Officers

(i) The Officers of the League shall consist of the President, Vice-President, Hon. Treasurer, Hon. Secretary and three Hon. Assistant Secretaries, whose duties shall be determined by the Management Committee from time to time, all of whom shall be elected at the AGM of the Council.

(ii) Honorary Life Vice-Presidents shall be elected at the Annual General Meeting, only at the nomination of the Management Committee, in recognition of past services to the League. They will not be Members of the Management Committee in this capacity.

1.4 – Council

(i) The League shall be governed by a Council consisting of the Officers named in Rule 1.3 (i), the Honorary Life Vice-Presidents, the other Members of the Management Committee, two representatives nominated by each member Club and two representatives from the Umpires Association Management Committee. The Council shall meet in October and November (Annual General Meeting) and at such other times as the Council or the Management Committee consider necessary.

(ii) Each Club shall have one vote. The Officers, the Honorary Life Vice Presidents, the other members of the Management Committee and two representatives of the Umpires Association Management Committee shall not vote, but the Chairman of the Meeting shall be allowed a casting vote. Voting shall be by ballot if demanded by two thirds of the Clubs represented.

Only Clubs who have agreed to participate in writing in the 3rd XI Competition for the following season may vote on issues pertaining to Rules 2.7, 3.11 and 7.8 at the Council and AGM. The Rules that apply in terms of voting majorities at League Council meetings and AGMs will be applicable in these situations.

(iii) Sixteen Clubs shall form a quorum.

(iv) Clubs not represented at a Meeting of the Council shall be fined £20.00 unless an explanation considered satisfactory by the Management Committee is given.

1.5 - Management Committee

(i) A Management Committee consisting of the Officers named in Rule 1.3 (i) and nine other members shall be elected at the Annual General Meeting of the Council. The Management Committee shall deal with matters arising out of these rules and with routine business of the League. The Management Committee shall elect two of their number to represent the League at meetings of the Yorkshire Cricket Association and shall so do at their Meeting following the Annual General Meeting of the Council. If a member be absent from more than three consecutive meetings of the Management Committee without an explanation satisfactory to the Management Committee, the Management Committee shall be empowered to declare a vacancy and may determine the filling of the vacancy in consultation with Clubs of the League.

(ii) Seven members shall form a quorum.

(iii) The Management Committee shall appoint annually a Sub-Committee to report on the condition of the grounds and pavilions. The bonafide expenses incurred by the Sub-Committee shall be reimbursed by the Club in any re-inspection of the ground in the scheduled or following year.

(iv) The Management Committee shall appoint a Sub-Committee to study and advise on all aspects of Junior Cricket which shall be called "The Airedale and Wharfedale Junior Cricket Association". The methods of operation of this "Association" shall be determined by the League Council and it will operate as a Sub-Committee under the control of the Management Committee.

(v) They may also appoint such Sub-Committees as may be considered necessary.

1.6 - Annual General Meeting

(i) The Annual General Meeting of the Council shall be held in November (or at the direction of the Management Committee, not later than 7th December).

(ii) Nominations of Officers and members of the Management Committee must be received by the Hon. Secretary on or before 30th September. Nominations may also be made by the Management Committee. All nominations shall be notified to Clubs at least 21 days before the date of the Meeting.

(iii) Proposals for alterations to these rules to be considered at the Annual General Meeting of the Council must be received by the Hon. Secretary on or before 31st August. The proposals shall be considered by the Management Committee and shall be circulated together with the Management Committee's recommendations to all Clubs at least 21 days before the Meeting.

1.7 - Special Meeting

(i) On the written request of not less than eleven Clubs, a special Meeting of the Council shall be called within 21 days of the receipt of the request by the Hon. Secretary. The object of the Meeting shall be fully stated in the request and in the notice convening the Meeting.

1.8 - Rule Amendments

(i) These Rules may be added to, repealed or amended at an Annual General Meeting or an Extraordinary General Meeting convened with the approval of the Management Committee, provided that at least 21 days notice of the proposals is given to each Club.

(ii) At the October Meeting of the League Council where Rule alterations are discussed, bonafide amendments to proposed alterations, provided they are properly moved, will be accepted. (The decision of the Chairman of the Meeting on what constitutes a bonafide amendment shall be final). The proposed Rule alterations together with any amendments which are accepted at the October Council Meeting shall be circulated to all Clubs at least 21 days before the Annual General Meeting.

(iii) The Rules shall only be altered if the support of at least two-thirds of the member Clubs be obtained, except that every third Annual General Meeting a simple majority shall be sufficient. This last provision shall not apply to Rule 1.1 (ii).

Note: The "simple majority" shall next operate at the Annual General Meeting in November 2009.

1.9 – Trophies

(i) The League shall be responsible for the insurance and engraving of all trophies.

(ii) The Naylor-Jennings Trophy, the Jack Sullivan Cup, the Elsworth Trophy, the J.K. Harrison Trophy, the Airedale and Wharfedale Cup, the George Reah Trophy, the J.C. Stone Trophy, The David L. Steel Trophies, the Nelson Trophies, the Archer-Morris Trophy, the Bryan Stott Trophy, the E & N Holroyd Trophy, the Barritt-Newbould Trophy, the Lees-Reah Trophy, the A & J Atkinson Trophy, the Millennium Trophy, the Claughton-Cockroft Trophy, the Boddy-Walker Trophy, the Jubilee Trophy, the Eric Schofield Trophies, the N & J Threapleton Cup, the Donald Holmes Cup, the J.C. Clapham Cup, the Don Summersgill Shield, the Don Brennan Trophy, the Harry Mcllvenny Trophy, the Ellicott Shield, the Eric Money Shield, the Eddie Nelson Trophy, the David Greenwood Memorial Trophy, the Eddie Nelson Memorial Shield, the Burmah Oil Trophy, the Secretary`s Trophy, the J.P.Scally Trophy, the Denys Bull Trophy, the Ian Chappell Cup and the Dennis Kirkbright Trophy shall be returned to the Hon. Secretary by 31st August each year.

(iii) The Honorary Secretaries of the Clubs holding the Waddilove and Birtwhistle Trophies and of Clubs whose players hold the Ernest Walker Trophy, the Robert Bland Ltd. Trophy, the Denys Bull Trophy and the Ian Chappell Cup shall make arrangements acceptable to the League Secretary to return the trophies to the custody of the League Secretary not later than the Saturday prior to the Semi-final ties in the following year.

2) LEAGUE COMPETITIONS

2.1 - Match Programmes

(i) The Clubs shall be divided into three Divisions (1, 2 and 3), and each Club shall play every other Club in its own Division on a "home" and "away" basis.

(ii) A similar number of matches shall be arranged for the Reserve Teams in the manner set out in Rule 2.1(i). All Clubs must enter a reserve Team in this competition.

2.2 - Method of Scoring

Each "WIN" shall count as 6 points, each "TIE" 3 points and each "DRAW" 1 point. However, in a drawn match, not effected by the weather or bad light after play commences, 5 points shall be awarded to the side scoring most runs (Side A) and 1 point to the side scoring fewer runs (Side B) unless B's score is at least three-quarters of that of Side A, when the points shall be 4 to Side A and 2 to Side B. In a match which is effected by weather or bad light after play commences, provided the side batting second bats at least an equal number of overs as the side batting first, the points awarded shall remain 5 points to Side A and 1 point to Side B, unless Side B's score is at least three-quarters of that of Side A, when the points awarded shall be 4 points to Side A and 2 points to Side B.

Notes:- (i) The result of a match where the scores are equal at the conclusion of play shall be deemed to be a TIE

(ii) Any match not started because of weather or not completed is a DRAW.

(iii) In any League match, in the event of a side fielding an ineligible player, such a Club will forfeit any points gained which shall be awarded to the opposition – such points awarded shall count as a “WIN”. The offending Club will be deemed to have LOST and will also be subject to any further action that the Management Committee may agree – see Rule 5.5

2.3 – Trophies

i) The following trophies shall be awarded at the end of each season:-

1st Teams

Championship of Division 'A' - The Naylor-Jennings Trophy and Howard Stott Pennant.
Runners up of Division 'A' - The Jack Sullivan Cup.
Championship of Division 'B' - The Elsworth Trophy.
Championship of Division 'C' - The J. K. Harrison Trophy.

Reserve Teams

Championship of Division 'A' - The Airedale and Wharfedale Cup.
Runners up of Division 'A' - The George Reah Trophy.
Championship of Division 'B' - The J. C. Stone Trophy.
Championship of Division 'C' - The David L. Steel Trophy

3rd Team Championship - The Denys Bull Trophy.

Club Championship - The Burmah Oil Trophy.

(ii) In the event of two or more Clubs tying for a League Championship, each having gained an equal number of points at the end of the season, then the Championship Team shall be the one having won the most League matches during the season, then as in Rule 2.4 (iii), the same criteria will decide which Club shall be runner up.

(iii) The Burmah Oil Trophy Club Championship shall be awarded annually to the Club with the highest number of aggregate points 1st and 2nd teams. In the event of two or more Clubs tying, the trophy will be held jointly.

2.4 - Promotion and Relegation

(i) At the end of each season the two Clubs in the last two positions in Division 1 (1st and Reserve Teams) having gained the least number of points, shall be relegated to Division 2 and shall be replaced by the two teams finishing at the top of Division 2. In addition, the two Clubs finishing in the last two positions of Division 2 (1st and Reserve teams), having gained the least number of points, shall be relegated to Division 3 and shall be replaced by the two teams finishing top of Division 3.

(ii) The two teams finishing at the bottom of Division 3 shall retire from membership of the League but shall be automatically eligible for re-election ([See Rule l.l(v)]). If a team is not re-elected to Division 3, its reserve team will automatically be disqualified from membership of the League. In circumstances where the Reserve Team is in reserve Division 2, then the next Team or Teams due to be promoted from Reserve Division 3 will be promoted. In circumstances where the Reserve Team is in Reserve Division 1, then the next Team or Teams due to be promoted from Reserve Division 2 will be promoted.

(iii) In the event of two or more Clubs tying for any position affecting promotion or relegation to or from any Division or affecting retirement from the League, the matter shall be resolved as follows, after:

a) taking into account the most number of matches which the particular teams have won

b) if teams remain tied, then taking into account the least number of matches which the particular teams have lost

c) if the teams remain tied, then taking into account the most number of matches in which the particular teams have gained a five point winning draw

d) if the teams remain tied, then taking into account the most number of matches in which the particular teams have gained a four point winning draw,

e) if the teams remain tied then the proportion of average number of runs scored 'for' per wicket, to the average number of runs scored 'against' per wicket, in the League shall be the determining factor.

2.5 - Cancellation of Matches

(i) No league match shall be cancelled without the sanction of the Management Committee except for weather or ground

(ii) League matches may be cancelled on account of weather or ground conditions at any rime on the day of the match before 11.30 am. (11.00 am. for the last 4 matches of the season) by mutual agreement between the two Clubs concerned. After a cancellation has been accepted by the Secretary or other authorised official of the visiting Team, no protest under Rule 8.1 can be considered. 3rd XI League matches may be cancelled on account of weather or ground conditions at any time on the day of the match before 12.30 p.m. (12.00 noon for the last 4 matches of the season)”

It is up to the Home Club to telephone the Assistant League Secretary (Umpires Appointments) to advise him that the match is cancelled.

(iii) Any Club failing to fulfil a fixture shall be dealt with by the Management Committee.

Note: The cancellation of matches is permitted solely for the purpose of avoiding unnecessary travelling by visiting Teams, but the visiting Team has the right not to agree to the cancellation until the ground has been inspected by them. In these circumstances the Umpires should travel to the ground in order to give a decision if necessary, with regard to the fitness for play. (Rule 3.8)

If, upon arrival at the ground, the Umpires then confirm that the ground is indeed unfit for play and abandon the game, the visiting team shall become liable for the payment of Umpires` fees and expenses.

2.6 - Notification of Results

The "Home" Club shall notify the result of 1st and Reserve Team League Matches to the Assistant League Secretary (Match) on the sheet provided. Any Club failing to complete every section of the Result Sheet fully shall be liable to a fine of £5. Clubs shall also provide full match details to the Wharfedale and Airedale Observer or the Ilkley Gazette on the form provided, to be received within 60 hours of the conclusion of the match. Clubs shall notify the Gosnay Sports Agency by telephoning the result and details by 9.00 pm. after every 1st XI Home Saturday or Bank Holiday Match. (N.B Rule 7.4 (iii) applies for non-Saturday Cup Matches). Clubs not conforming to this Rule will be liable to a fine of £5.

2.7 - 3rd XI Competition

Clubs may enter a 3rd XI in the 3rd XI Competition and matches will be played on a League basis as arranged by the Management Committee to fit the number of Teams entered. The Management Committee will endeavour to ensure that each Team plays all the others at least once during the season. Matches will be scheduled for Sundays (or Bank Holidays) but both Clubs may mutually agree on an alternative date, provided this is notified in writing by both Clubs to the League Secretary by 8th February in the year of the Competition. Clubs may, by mutual agreement, switch home and away venues to accommodate external cup fixtures, which have to be held on the nominated home ground. In the case of dispute, the decision of the League Management Committee will be final. Clubs may also arrange by mutual consent to vacant Waddilove/Birtwhistle/Chappell Sundays, provided that 10 days written notice is given to the League Secretary in all cases of such changes. No player may bowl more than 10 overs.

(i) There will be no promotion or relegation from the 3rd XI Championship.

(ii) Rules 2.2, 2.3,2.4 (iii), 2.5 and 2.6 shall also apply.

3) RULES OF PLAY

3.1 All matches shall be played under M.C.C. Laws except where otherwise stated in the League or Cup Rules.

Note: Attention is drawn to the following extracts form M.C.C. Laws.

(i) Such sweeping of the pitch as is necessary during the match shall be done so that the 7 minutes for rolling the pitch is not effected.

(ii) The pitch shall be mown before play begins on the day the match is scheduled to start, or in the case of a delayed start, on the day the match is expected to start.. In a match of two or more days duration, the pitch shall be mown daily before play begins (under the supervision of the Umpires after the toss is made). The outfield shall normally be mown before the commencement of play on each day of the match if ground and weather conditions permit. If for other reasons daily or complete mowing is not possible, the Ground Authority shall notify the Captains and Umpires before the toss for innings, of the procedure to be adopted.

Note: Two-evening Cup ties are matches of two or more days duration.

(iii) For the purpose of M.C.C. Law 11 (2), all Clubs must have some form of pitch covering, which may be used during the match.

(iv) "Overs" shall consist of six balls.

(v) The 5 penalty runs (see Laws 2.6 [i], 18.5 [b] (i), 42.3 [d] (iii), 42.4 [b] (i), 42.5 [b] (iv), 42.9 [b] (i), 42.10 [b] (i), 42.13 [b] (i), 42.14 [c] (ii), 42.16 (iii) and 42.17 [c] and [d] shall not apply.

NB - Law 41.2 [a] (illegal fielding) and 41.3 (ball hitting unused helmet) will apply.

3.2 - Hours of Play General Information

(i) Matches shall commence at 1.30 pm. (1.00 pm. for the first four and last 4 Saturdays in any season) or as soon thereafter as weather and ground conditions permit, (see Rule 3.8)

(ii) In the event of the start of a match being delayed, the Umpires shall decide whether the delay is due to the state of the weather or the ground or to other causes and shall thus determine which Rule, 3.3 or 3.4 is applicable to the match. They shall inform the Captains accordingly at the beginning of the match.

(in) There shall be an interval of 25 minutes between the innings except that in a match effected by the weather, at the Umpire's discretion, tea may be taken during a stoppage in play and the interval between innings shall then be 10 minutes.

3.3 - Matches not Interrupted or Delayed by Weather or Ground Conditions

(i) Each side shall bat a maximum of 50 overs except as provided for in Rule 3.4 and 3.5 The number of overs shall be shown on the scoreboard in descending order at the end of each over.

(ii) If the side batting first is dismissed or declares its innings closed before the end of its allotted overs, the side batting second shall have the remaining overs added to its allotted number. In this case, an over which has commenced at the time of dismissal or declaration shall be deemed to be complete.

3.4 - Matches delayed at the start by Weather or Ground Conditions

(i) In the event of a late start because of weather conditions, overs shall be deducted and the remaining overs shall be divided equally between the two teams. A match cannot commence after 4.30 pm. (4.00 pm. for the last 4 Saturdays in any season).

(ii) Should weather or light interfere with play, overs shall be deducted on the basis of 20 for each hour's time lost, though any such deduction shall not commence until the total stoppage exceeds 15 minutes, nor shall any deduction begin until the match has commenced.

(iii) Tea may be taken before the commencement of play if weather conditions dictate, and the calculation of overs allotted to the match adjusted accordingly

N.B. The calculation of any such deduction once the match has begun will continue from the total of overs left at the start of play.

3.5 - Matches Interrupted by Bad Weather or Ground Condition

(i) If weather interferes with play during the first innings the side batting first shall be allowed its allotted number of overs and the overs lost shall be deducted from the second innings. If weather interferes after the completion of the first innings, overs shall be deducted from the second innings.

(ii) In the case of stoppages totalling less than the 15 minutes in all, no deduction of overs shall be made.

[N.B. The calculation of any such deduction after 15 minutes have been lost will start from 100 overs]

(iii) No overs shall be lost during a tea interval taken during a stoppage in play, caused by weather, ground or light conditions.

3.6 – Ball

For each match, each Club shall bowl its own ball, which shall be of British manufacture (Grade A) of British Standard, Cricket Council Approved, from a list issued and approved by the Management Committee and in a condition satisfactory to the Umpires. A suitable spare ball shall be provided by each Club. Both balls shall be handed to the Umpires before the commencement of the match. The Umpires shall have powers to retain any ball for inspection of the Management Committee and shall issue a receipt to the Club concerned to this effect.

3.7 - Late Start

The Umpires shall report to the League Secretary the amount of, and reason for a late start. An offending Club may be fined a minimum of £5.00, at the discretion of the Management Committee.

3.8 - Weather Conditions

The Captains, and if they cannot agree the Umpires, shall decide whether or not the conditions permit play to commence. After play has commenced the Umpires are the sole judges as to the suitability of the conditions for the continuation or resumption of play, except that a decision in the case of bad light shall not be given until an appeal is made by the batsman.

3.9 – Boundaries

The boundaries on all grounds must be clearly defined and shall count 4 runs, except that a ball hit full pitch clear of the inside edge of the boundary line shall count 6 runs.

3.10 - Rolling the Wicket

The pitch may be rolled at the option of the Captain of the Batting Side for a period not exceeding 7 minutes before the commencement of each innings and of each day's play.

3.11 - 3rd XI Championship

(i) Matches will commence at 2.30 pm. (1.30 pm. for the last four Sundays of the season) or as soon thereafter as weather or ground conditions permit (see Rule 3.8).

(ii) Each side shall bat for a maximum of 40 overs, except as provided for in Rules 3.4 and 3.5. The number of the overs shall be shown on the scoreboard in descending order at the end of each over.

(iii) Rules 3.1, 3.2 (ii) and (iii), 3.3 (ii) and (iii), 3.4, 3.5,3.6,3.7,3.8, 3.9 and 3.10 shall operate.

3.12) Helmets – All players under the age of 18 must wear a helmet with a faceguard when batting or keeping wicket standing up to the wicket. The only exception to this is where a player is unable to wear a helmet for religious reasons. In this case the player will only be allowed to play without a helmet if a signed disclaimer form is shown to both umpires prior to the start of the game.

3.13) No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball.

For players in the Under 13 age group and below the distance is 11 yards (10 metres). These minimum distances apply even it the player is wearing a helmet.

Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back.

In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk.

3.14) The ECB Bowling Directives will apply in all 1st, 2nd and 3rd XI League and Cup games under the auspices of the Senior League.

4) TROPHIES

4.1 - The following trophies shall be awarded annually to players:-

NELSON CUP: For the best batting average in 'A' Division 1st XI matches.
ARCHER-MORRIS TROPHY: For the best batting average in 'B' Division 1st XI matches.
BRYAN STOTT TROPHY: For best batting average in 'C’ Division 1st XI matches.
LEES-REAH TROPHY: For the best batting average in 'A' Division 2nd XI matches.
BODDY-WALKER TROPHY: For the best batting average in 'B' Division 2nd XI matches.
A. & J. ATKINSON TROPHY: For the best batting average in 'C' Division 2nd XI matches.
THE N & J THREAPLETON TROPHY : For the best batting average in 3rd XI Cricket.
NELSON CUP: For the best bowling average in 'A' Division 1st XI matches.
BARRITT-NEWBOULD TROPHY: For the best bowling average in 'B' Division 1st XI matches.
E. & N. HOLROYD TROPHY: For the best bowling average in ‘C’ Division 1st XI matches.
CLAUGHTON-COCKROFT TROPHY: For the best bowling average in 'A' Division 2nd XI matches.
JUBILEE TROPHY: Presented by the Members of the 1977 Management Committee for the best bowling average in 'B' Division 2nd XI matches.
MILLENNIUM TROPHY: Presented by Members of the 2000 Management Committee for the best bowling average in 'C' Division 2nd XI matches.
THE DONALD HOLMES TROPHY : For the best bowling average in 3rd XI Cricket.
(i) ERIC SCHOFIELD TROPHY: For the best batting average (under 20 years) in 1st XI matches.
(ii) ERIC SCHOFIELD TROPHY: For the best bowling average (under 20 years) in 1st XI matches.

No overseas player shall be eligible to win either of the Eric Schofield Trophies for under 20 years batting or bowling.

THE BRENNAN CUP: For the wicket-keeper taking the most victims in 1st XI matches.
THE HARRY McILVENNY CUP: For the wicket-keeper taking the most victims in 2nd XI matches.
THE J. C. CLAPHAM CUP: For the wicket-keeper taking the most victims in 3rd XI matches.

ELLICOTT TROPHY: For fielding merit in 1st XI matches, to be awarded by a special panel set up by the Management Committee.

ERIC MONEY SHIELD: For fielding merit in 2nd XI matches to be awarded on the same basis as the Ellicott Trophy.

DON SUMMERSGILL SHIELD: For fielding merit in 3rd XI matches to be awarded on the same basis as the Ellicott Trophy.

4 2.- Prizes

Suitable prizes shall be awarded annually to players as follows:

FIRST TEAMS:

For the best Division batting and bowling averages.
For the best batting and bowling averages (under 20 years).
For the wicket-keeper taking the most wickets.
For fielding merit.

RESERVE TEAMS:

For the best 2nd XI Divisional batting and bowling averages.
For the wicket-keeper taking the most wickets.
For fielding merit.

THIRD TEAMS:

For the best batting and bowling averages.
For the wicket-keeper taking the most wickets.
For fielding merit

FIRST AND RESERVE AND THIRD TEAMS:

Twelve mementos shall be awarded to each Club winning the League Championship.

4.3 – Qualifications

Prizes and Trophies shall only be awarded to players who fulfil the following qualifications.

FIRST TEAMS:

BATTING: A minimum of 12 innings and 400 runs.
BOWLING: A minimum of 40 wickets.
WICKET-KEEPING: Must have kept wicket in 12 matches, and claimed a minimum of 20 victims.

RESERVE TEAMS:

BATTING: A minimum of 10 innings and 300 runs.
BOWLING; A minimum of 35 wickets.
WICKET-KEEPING: Must have kept wicket in 10 matches, and claimed a minimum of 15 victims.

THIRD TEAMS:

BATTING: A minimum of 7 innings and 200 runs.
BOWLING: A minimum of 20 wickets.
WICKET-KEEPING: Must have kept wicket in 7 matches, and claimed a minimum of 10 victims.

To qualify for the "under 20" prizes a player must be under 20 years of age on 1st September of the previous season. If there are no players fulfilling the qualifications for any prize, the award shall be made at the discretion of the Management Committee.

4.4 – Averages

(i) All Clubs shall forward to the League Secretary full details of the batting and bowling averages of the 1st, 2nd and 3rd team players who fulfil the qualifications stated in Rule 4.3. The averages must be signed by two Officers of the Club, and must be received within seven days of the completion of the season.

(ii) Clubs whose averages are not received as prescribed in Rule 4.4 (i) shall be fined £5. If the averages are not received within a further seven days an additional fine of £10 shall be imposed and thereafter returns and corrections shall not be considered.

(iii) Clubs sending inaccurate or incomplete returns shall be liable to a fine not exceeding £10.

(iv) The Management Committee may require to check the averages of players who may qualify for individual awards.

Note: Players who qualify for Awards are advised in their own interests to check with the Secretary of their Club that correct returns have been made by the specified date.

4.5 - Overseas Players

Clubs shall be limited to one overseas player who must not have played First Class Cricket in the previous 5 calendar years and must be registered with the League prior to the commencement of the season.

Note: An overseas player is denned as a player who is not eligible to play under ECB Qualifications for Registration and Competitive County Cricket or who is not registered as an overseas player resident in England. An overseas player can qualify as a resident if:

a)He has been resident in this country for a period of 24 consecutive months before the date of the commencement of the relevant season.

b)He has not been out of the country for longer than 35 days consecutively or 70 days in total during the previous 24 months.

c)Any remuneration he receives from playing Cricket is not the main source of income.

d)He is under 17 on 1st September of the previous year and is normally resident in this country with his parents or guardians and subject to (b) above.

Overseas-born English Residents must be registered annually

5) QUALIFICATION OF PLAYERS (League Matches)

5.1 - Any bona-fide member of a Club may take part in League matches provided that:-

(i) He has not played with another Club in this League, in the same season except subject to Rule 5.2.

(ii) If he has previously played with a Club in another League, whether it is, or is not a member of the Yorkshire Cricket Association, he must commence playing before August 1st and the requirements of the Yorkshire Cricket Association Rules 11.1 to 11.2.4 must be satisfied. Clearance or Transfer Certificates MUST be lodged with the League Secretary 24 hours before the match in which it is intended to play the member.

(iii) He has not been released by his Club to specifically play or is not specifically playing on the day(s) on which his Club is not engaged in its own domestic League programme whether his Club or League is or is not affiliated to the Yorkshire Cricket Association.

Note: Yorkshire Cricket Association Rules 11.1 to 11.2.4 apply only to players transferring from a Club in another League whether it is or is not affiliated to the Association. It is the responsibility of the Club to which the player is transferring to ensure that the requirements of these Rules have been satisfied.

5.2 - Any player transferring from another Club in this League must apply for and obtain the sanction of the Management Committee before playing for his new Club. Such application must be made four clear days before the match and must indicate that he has fulfilled his obligations to that Club. Any player transferring under Rule 5.2 must commence playing before 1st August.

5.3 - Players who have played in 12 or more 1st XI matches shall not be allowed to play in any of the last three 2nd XI matches without the sanction of the Management Committee. Players who have played in 12 or more 1st or 2nd XI matches shall not be allowed to play in any of the last three 3rd XI matches without the sanction of the Management Committee, except for those eligible under Rule 5.4.

5.4 - Players playing in the 1st or 2nd XI's on the Saturday previous to a 3rd XI Sunday game shall be ineligible to play for the 3rd XI that weekend. The exception to this Rule are players who are Under 17 on 1st September of the previous year, except that, if an Under 17 player plays 1st XI cricket on the Saturday, he shall then become ineligible for the following day's 3rd XI match.

NB. Any player who plays for a 3rd XI in a match prior to the start of the lst or 2nd XI programme, cannot play for the 1st or 2nd XI on the following Saturday without the prior consent of the Management Committee.

5.5 - No overseas player shall play in any 2nd XI or 3rd XI match without special dispensation from the League Management Committee. This does not apply to Overseas Born English Residents.

5.6 - Any Club not complying with the requirements of Rule 5.4 and 5.5 above shall be dealt with by the Management Committee.

6) UMPIRES

6.1 - Umpires Panel

The League shall maintain a panel of Umpires to which any competent person, whether associated with a member Club or not, may be appointed. An Umpire may be required to satisfy the Management Committee as to his competence either on appointment or at any subsequent occasion. On appointment to the panel, members hall be required to join, and thereafter, to maintain membership of the Airedale and Wharfedale Umpires Association.

6.2 - Match Appointments

(i) The Management Committee shall appoint Umpires from the panel to officiate in 1st., 2nd and 3rd team League and Cup matches. Should any Umpire be unable to accept his appointment he must immediately notify the Assistant League Secretary (Umpires) who shall appoint an official replacement. If an Umpire is absent when a match is due to start, a suitable substitute shall be found to officiate until the appointed Umpire arrives.

(ii) A substitute shall not be barred from standing at the bowling end, provided the Captains agree, but all decisions based on these League Rules shall be made by official Umpires only.

(iii) Clubs will notify the League of the absence of an Umpire on the Results Sheet for the match.

6.3 - Payment of Umpires

The "Home" Club shall pay the Umpires as follows:-

LEAGUE MATCHES (1st and 2nd XIs)

(i) If play commences - £25.00 plus £12.00 extra for officiating at both ends when only one officially appointed Umpire is present.

(ii) If the Umpires arrive at the ground and there is no play - £12.00.

(iii) In addition reasonable traveling expenses shall be paid.

LEAGUE MATCHES (3rd XIs)

(i) If play commences - £18.00 plus £9.00 extra for officiating at both ends when only one officially appointed Umpire is present.

(ii) If the Umpires arrive at the ground and there is no play - £9.00.

(iii) In addition reasonable traveling expenses shall be paid.

CUP MATCHES (Waddilove and Birtwhistle Cups)

(i) For all matches except the finals - £18.00 plus £9.00 extra for officiating at both ends when only one officially appointed Umpire is present, together with reasonable traveling expenses.

(ii) Waddilove, Birtwhistle and the Ian Chappell Cup Finals - £20.00 (or at the option of the Umpire, the equivalent as a memento), together with reasonable traveling expenses. The League will be responsible for Umpires Fees and expenses at the Finals.

CUP MATCHES (Ian Chappell Cup)

(i) For all matches, except the final - £18.00 plus £9.00 for officiating at both ends when only one officially appointed Umpire is present, together with reasonable travelling expenses.

Note:(i) In order to allow Umpires to leave the ground immediately after a match. Clubs are required to arrange for payment to be made during the interval between innings.

(ii) All persons who officiate as Umpires whether on the League Panel or filling a vacancy shall be offered the full fee and expenses in accordance with the circumstances of the match.

7) WADDILOVE, BIRTWHISTLE AND IAN CHAPPELL CUPS

7.1 - All Clubs shall compete on a "knock-out" basis for the Waddilove (!st XI's), Birtwhistle (2nd XI's) and lan Chappell (3rd XI's) Cups. In the absence of prior decisions by the Council, the Management Committee shall fix the dates for the matches and grounds for the finals. With the exception of the finals, the corresponding rounds in the Waddilove and Birtwhistle Competitions shall be arranged for the same dates.

7.2 - The Draw

The Management Committee shall make the draw for the first and subsequent rounds of the Waddilove Cup. The matches for the first and subsequent rounds of the Birtwhistle Cup shall follow the Waddilove Cup, with the venues reversed. Separate draws/arrangements shall be made for the Ian Chappell Cup for the 3rd XIs.

7 3 - Rules of Play

Matches shall be played under the following conditions:-

7.3(i) – All Waddilove, Birtwhistle and Chappell Cup matches, with the exception of the Finals, shall be completed on the day appointed to each round , other than in the event of a tie.

7.3 (ii) - All matches will be of 45 overs per side, unless reduced by the weather, the winner in all cases to be the side which scores the most runs. If the runs are level at the end of the match, the side losing fewer wickets will be declared the winner. If both runs and wickets are equal, the match shall be a tie and shall be replayed on the ground of the visiting team in the tied match on the following Sunday.

7.3 (iii) – Any match affected by the weather before or during the 1st innings shall be reduced in overs on the basis of one for every three minutes lost. The side batting second must have at least the same number of overs as the side batting first. No side shall bat fewer than five overs.

7.3 (iv) In the event that weather prevents the completion of ten overs in the first innings, the match may be abandoned and rearranged for the following Sunday

7.3 (v) – Any match affected by the weather in which the side batting first completes its innings shall be reduced in overs on the basis of one over for every three minutes lost. The run rate of the first innings shall be calculated over the total number of overs batted (with part overs deemed to be completed overs) except where the team is all out and then it shall be the number of overs scheduled to be batted at the time the innings ends and the target for the reduced second innings set accordingly by multiplying that run rate by the number of overs left in the second innings and adding one run.

7.3 (vi) – A minimum of 5 bowlers per side must be used, regardless of the total number of overs played in each innings.

7.3 (vii) – No player, whether the match is affected by the weather or not, may bowl more than one-fifth (calculated upward to the nearest percentile of 5 – see table) of the total available overs.

    If the match comes down to a bowl-out to achieve a result, the following method shall be used.

In the event of no result being obtained by other methods and where there is no reserve date on which to play the game, a bowlout (outdoors or indoors) will take place to achieve a result.

Five players from each side will bowl two overarm deliveries each at a wicket (conforming to Law 8) from a wicket pitched at a distance of 22 yards with, if practicable, bowling, popping and return creases marked (conforming to Law 9). The side, which bowls down the wicket (as defined in Law 28.1a) the most times, shall be the winner.

If the scores are equal, the same players will bowl one ball each alternately to achieve a result on a 'sudden death` basis.

The following shall also apply in respect of bowlouts:

i) The same suitably acceptable ball (not a new one) will be used by both teams. If this ball becomes wet, it may be changed subject to the umpires' approval.

(ii) If a bowler bowls a 'no ball' it will count as one of the two deliveries but will not count towards the score of the team.

(iii) If the original match has started, then the five cricketers nominated to take part in the 'bowlout' must be chosen from the eleven cricketers and 12th man selected to play in the match. If there has been no play in the original match (the toss has not taken place), the five cricketers may be selected from any of the players in the squad named for the match.

(iv) Each side will appoint a wicketkeeper to stand behind the wicket but out of reach of the stumps.

7.3 (viii) – If none of the above is possible, then the match will be decided on the toss of a coin. The home team shall toss and the away team shall call.

7.3 (ix) – The Final of the Waddilove and Birtwhistle Cups shall be of 45 overs per side. The Winner shall be the side which scores the most runs or, if runs are level, which has lost fewer wickets. If both runs and wickets are level, the match shall be a tie and shall be replayed at a venue and on a date at the discretion of the Management Committee.

7.3 (x) - There shall be no loss or reduction of overs in any Final due to weather conditions. If the match cannot be completed on the appointed day, it will continue on successive or otherwise agreed Sundays until completed.

7.3 (xi) – Notwithstanding the provision of Rule 7.3 (ix) (3.8) a day's play may be cancelled on account of weather or ground conditions at any time on the day of the match before 11.30 am. by mutual consent between the Clubs' concerned except for the Cup Finals which may only be cancelled by mutual consent between the two participating Clubs and the League Management Committee. After cancellation has been accepted by the Secretary or other authorised officer of the visiting team no protest under Rule 8.1 can be considered. (See "Note" under Rule 2.5).

NB – If, through adverse weather or ground conditions, no play is possible on the allocated Sunday, then the match will be moved to the following Sunday.

7.4 - Notification of Results

The "home" Club shall notify the result of the Cup-tie as follows:-

(i) The result of the match to the Assistant League Secretary (Match) on the form provided to be received within 48 hours of the conclusion of the match.

(ii) Full match details to the Wharfedale and Airedale Observer or the Ilkley Gazette, on the form provided, to be received within 48 hours of the conclusion of the match.

(iii) The match details of the Waddilove Cup game by telephone to the League Secretary to be received by 9.45 pm. on the day of the match (except Saturday). Should the match not be completed on that day an additional telephone call must be made on the day the match is completed.

(iv) Clubs not conforming to this Rule shall be liable to a fine of £5.00.

7.5 - Qualification of Players

(i) League Rules 5.1 and 5.4 shall apply to Waddilove and Birtwhistle Cup matches.

(ii) (a) No player shall be allowed to play in both the Birtwhistle and Waddilove Cup Finals in the same season without the consent of the Management Committee.

(b) No player who has played in the Waddilove Cup shall play in the same round of the Birtwhistle Cup.

(c) No player who has played in the Birtwhistle Cup shall play in the same round of the Waddilove Cup, except in the case of a replayed Waddilove Cup tie.

(d) When the Club has been defeated in a Waddilove Cup tie, any player, except where his last three appearances (League and Cup) have been for the 2nd XI, shall not be eligible to play in the Birtwhistle Cup, if he has played more than four 1st XI matches prior to the 2nd Round or he has played mote than five 1st XI matches prior to the 3rd Round or he has played more than six 1st XI matches prior to the Semi-final and eight 1st XI matches prior to the Final.

(iii) Players transferring under Rule 5.2 shall not be eligible to play for more than one Club in the same season in either the Waddilove, Birtwhistle or Ian Chappell Cups.

(iv) Players transferring under Rule 5.1 or who have not played in a League match in the current season, excluding bonafide junior playing members of the Club, shall not be eligible to play in the Waddilove, Birtwhistle or Ian Chappell Cups without the prior consent of the Management Committee.

(v) Any Club found to have played an ineligible player in the Waddilove, Birtwhistle or Chappell Cups will be automatically expelled from the Competition and the tie will be awarded to their opponents.

7.6 – Finance

The receipt from the Finals shall be paid into the League funds. The League shall pay all expenses properly incurred including a donation to the Club staging the match, and shall provide 12 trophies for awarding to players of each winning team.

7.7 - Individual Awards (Cup Finals)

The following Trophies shall be awarded annually to players:-

THE ERNEST WALKER TROPHY for the 'Man of the Match' performance in the Waddilove Cup Final.
THE ROBERT BLAND LTD. TROPHY for the 'man of the Match' performance in the Birtwhistle Cup Final.
THE DENNIS KIRKBRIGHT TROPHY for the ‘Man of the Match’ performance in the Ian Chappell Cup Final.

The winners shall be decided by a Match Adjudicators appointed by the Management Committee.

7.8 - Third Team Cup Competition (Ian Chappell Cup)

7.8 (i) Matches shall always and only be played on a knockout basis.

7.8 (ii) Matches shall commence at 2.30 p.m. on the Sunday allocated by the Management Committee and shall be completed on that day. 

7.8 (iii) All matches will be of 40 overs per side , unless reduced by the weather, the winner in all cases to be the side which scores the most runs. If the runs are level at the end of the match, the side losing fewer wickets will be declared the winner. If both runs and wickets are equal, the match shall be a tie and shall be replayed on the ground of the visiting team in the tied match on the following Sunday. At all times, no bowler may bowl more than 10 overs. 

7.8 (iv) Any match affected by the weather before or during the 1st innings shall be reduced in overs on the basis of one for every three minutes lost. The side batting second must have at least the same number of overs as the side batting first. No side shall bat fewer than five overs.

7.8 (v) Any match affected by the weather in which the side batting first completes its innings shall be reduced in overs on the basis of one over for every three minutes lost. The run rate of the first innings shall be calculated over the total number of overs batted (with part overs deemed to be completed overs) except where the team is all out and then it shall be the number of overs scheduled to be batted at the time the innings ends and the target for the reduced second innings set accordingly by multiplying that run rate by the number of overs left in the second innings and adding one run

7.8 (vi) A minimum of 4 bowlers per side must be used, regardless of the total number of overs played in each innings.

7.8 (vii) No player, whether the match is affected by the weather or not, may bowl more than one-quarter (calculated upward to the nearest percentile of 4 – see table) of the total available overs.

7.8 (xii) Qualification of Players - No player who has played in the Semi-Final or Final of the Waddilove or Birtwhistle Cups shall be allowed to play in the Semi-Final or Final of the Ian Chappell Cup without the prior sanction of the Management Committee. When a Club has been defeated in either a Waddilove or a Birtwhistle Cup tie, any player, except where his last three appearances (League and Cup) have been for the 3rd XI, shall not be eligible to play in the Ian Chappell Cup, if he has played more than four 1st or 2nd XI matches prior to the Second Round, if he has played more than six 1st or 2nd XI games prior to the Semi-Final and eight 1st or 2nd XI matches prior to the Final, except for those eligible under Rule 5.4.

(iv) Rules 7.5 (i), (iii) and (iv) shall apply.

8) EXTRAORDINARY MATTERS

8.1- Protests

(i) A Club may lodge a protest against the result of a match. All protests must be sent to reach the League Secretary by registered post or recorded delivery not later than the fourth day following the match and must be accompanied by a deposit of £5. At the same time and in all cases, a copy of the protest must be sent by registered post or recorded delivery by the Club protesting to the Club concerned. If the Management Committee uphold the objection, they shall have the power to award or deduct points and expenses or order the match to be replayed on a date and ground to be fixed by them and the money taken at the gate shall be at their disposal. If the Management Committee deem the protest to be trivial the deposit shall be forfeited.

(ii) Any Club or Umpire shall draw the attention of the Management Committee to any alleged infringement of the Rules. If the Management Committee finds that a Rule has been infringed, they shall have the power to deal with the matter, except that they shall not order the match to be replayed (except as provided for in paragraph (i) above.

8.2 – Discipline

i) All Clubs should provide, within their constitution, the means for disciplining club members. Any contractual agreement between a club and any player should incorporate an acknowledgment by the player that he agrees to be bound by the provisions of the League disciplinary procedures.

ii) Except where the same are inconsistent with League Regulations, the ECB Model Disciplinary Regulations, and the YCB Disciplinary Code, shall apply to any disciplinary proceedings by the League or any club.

iii) Clubs should display in a prominent position in any club premises, the ECB Code of Conduct and the Spirit of the Game, and the YCB AntiRacism and Race Equality Statement.

iv) The League Management Committee shall have power to deal with any misconduct or breach of League Regulations by any club, player, Club member or supporter, in such way and to such extent as shall seem fit.

v) A club shall be responsible for the conduct and behaviour of its officials, players, members and supporters, whether or not the club have authorised such behaviour.

vi) The circumstances of any conduct or behaviour within the confines of any club premises, or ground, or premises or ground under the control of the League or any club, or at any official League function or occasion, which could bring the League, or the club, or any club, or the game of cricket generally, into disrepute or prejudice their good name and interests, shall be reported to the League Disciplinary Officer in writing at the earliest opportunity.

vii)Conduct that should be reported shall include, but not be limited to, ungentlemanly conduct, dissent, foul or abusive behaviour, assault or threatening behaviour. In particular any such conduct that involves any reference to age, disability, race, origin, colour, social status and sexual orientation.

viii)Immediately a report is received the League Disciplinary Officer shall call for a report from the club(s) concerned in the matter and allegations together with full details of any action which the club has already taken.

ix) Upon receipt of such report, and as soon as reasonably practicable, the League Disciplinary Officer shall consider the matter and resolve either:

to take no action except to record the complaint and notify the club, or
to endorse the disciplinary action taken by the club, or
to refer the matter for a disciplinary hearing to be convened as soon as reasonably practical.

x)The League expects clubs to investigate any alleged misconduct and take action without any need for the receipt of a written complaint, and any failure by a club to take appropriate action will itself amount to misconduct by the club and may lead to disciplinary action.

xi) If the matter is to be referred to a disciplinary hearing, at least 14 days notice of the hearing and of the offence(s) alleged shall be given. Any notice shall be in writing and sent to the club secretary, who, in the case of allegations against a club member, shall be responsible for notifying that member of the nature of the allegations and the time and place of the hearing.

xii) Notice may be given to the club secretary by first class prepaid post, or by fax, or by email, if the club secretary has provided a fax number or email address for service.

xiii) The player and the club shall be entitled to attend the hearing to present their case, and may be represented or supported by a colleague, and may call witnesses.
